Your tier comes from the $TOLL in the wallet you sign in with, or the wallet behind your Toll key. It is read when you ask, so it follows what you hold.

Up to the tier’s number of new coins a day; reads wait their turn when the chain reader is busy (at most 3 new coins a minute per wallet). The day resets at 00:00 UTC.
